The attacker fled the scene in a two-wheeled vehicle in front of the Henry Dunant Hospital in the 16th arrondissement of the French capital.
Prosecutors said preliminary investigations suggest the deceased, a 33-year-old man, “was deliberately attacked by the shooter.”
The injured second victim, a 33-year-old woman, was identified as a security guard at the hospital. Prosecutors said based on an early investigation, they believed she was not linked to the first victim. She is currently in the hospital and “her condition remains critical,” added prosecutors.
Prosecutors said an organized group investigation into murder, attempted murder and criminal conspiracy was underway.
Henry Dunant Hospital is a geriatric hospital in an affluent neighborhood. It is operated by the French Red Cross and currently serves as a Covid-19 vaccination center.
Speaking to BFM TV, the Mayor of the 16th arrondissement, Francis Szpiner, said the shooting was “not a terrorist attack against a vaccination center” and the vaccinations would continue on site.
“At this point in time, the attacker has not been identified. It goes without saying that his identification will allow significant progress in the investigation. We are prone to a targeted criminal attack,” he added.
